V1.38 fixes some problems that only seem to occur on some RLC-3s.  
When these problems occur, the voice synthesizer can cause transmitters
to stay on the air and/or require a controller reset to regain control.
It also resets the controller when other (less serious) things occur that
used to just cause error messages, just to be extra careful.
