RLC3CARD.BIN should be loaded with offset of 0 as a binary file and
burned into a 27C512 EPROM.

RLC3PRM1.BIN should be loaded as a binary file with no offset and
burned into a 27C010 or 27C001 eprom.  It should replace your older
prom1.  Your old prom2 (v1.12 or later) should still work (it contains
the synthesized voice data, which has not changed).
